Proposed services shall include, but are not limited to: l Resumes of key technical personnel who will actually be assigned to the project. l A list of similar projects completed by the firm and the firm's personnel assigned to the project. The list shall include the name of the client/contact person and a telephone number for each reference project. l If the firm has more than one office, a list as to the amount of work to be completed in each office, i.e, the primary location/office for each of the key technical personnel to be assigned to this project; the type of work to be completed in each office and the percentage of the total project work to be completed in each office. l A list of any sub-consultant(s) that are to be used on this project, indicating the type of work to be completed by each sub-consultant and the percentage of the total project work to be completed by each sub-consultant. l A statement detailing the firm's approach in undertaking the project. l A statement detailing the firm's approach to anticipated special consulting issues dealing with collection system infrastructure. The award winning offer will be required to comply with the City's insurance requirements. Submittals will be evaluated based upon firm experience on similar work, team experience, past experience working with the City of Grand Island Public Works Department, and proposed schedule. Submittals shall remain firm for a period of ninety (90) days after due date.     NEBRASKA DEPARTMENT OF ROADS NOTICE OF HIGHWAY PUBLIC MEETING 4:00 � 6:00 PM; Tues., June 14, 2016 Public Information Open House Meeting Grand Island City Hall, Community Meeting Room 100 East 1st Street, Grand Island, Nebraska NH-HSIP-281-2(127) IN GRAND ISLAND & NORTH; CN 42690 The Nebraska Department of Roads (NDOR) will hold a public information open house regarding a proposed improvement of U.S. Highway 281 (US-281) in Hall County. The meeting will be held at the Grand Island City Hall, Community Meeting Room, 100 East 1st Street in Grand Island on Tuesday, June 14th from 4:00 to 6:00 P.M. Identified as In Grand Island & North, the proposed project in and north of the City of Grand Island would begin approximately 0.43 miles north of the intersection of US-281 and Stolley Park Road, and extend north to approximately 1.77 miles south of the Hall and Howard County line. Construction may begin and/or end approximately 200 feet ahead of or beyond the actual project limits to accommodate transitioning the pavement. The purpose of the proposed project is to preserve the transportation asset, reduce the frequency and severity of crashes, improve the reliability of the transportation system, and perpetuate the mobility of the travelling public. The need for this project is based on the condition of the roadway and bridges. The planned construction would consist of milling and resurfacing the existing roadway, ramp interchanges, and existing shoulders with asphalt, trench widening, concrete repairs, crack sealing, joint sealing, and fog sealing the existing median. Additional work would include pavement removal and construction of doweled concrete pavement with foundation course over a prepared subgrade with granular subdrains and median, curb and gutter, shoulder construction, pavement widening for the addition of left turn lanes on US-281 at the north intersection with Webb Road, guardrail work, and culvert work. There would be grade raise on segments of the project. This project would not require the acquisition of additional property rights for construction throughout the project area. Access to adjacent properties would be NH-HSIP-281-2(127) In Grand Island & North; CN 42690 maintained during construction but may be limited at times due to phasing requirements. Impacts to wetlands are anticipated and would be mitigated, as necessary. Construction is tentatively scheduled to take approximately two years, and would begin in early 2017 with completion in the fall of 2018. The project would be constructed under traffic with lane closures controlled with approved temporary traffic control; however, the pavement removal and reconstruction portions of the project, including reconstruction of the Nebraska Highway 2 (N-2)/US-281 ramps, would not be constructed under traffic and would require detouring US-281 and N-2 traffic. A designated detour would be provided, utilizing Webb Road, Capital Avenue, Broadwell Avenue, and Old Highway 2. Details will be made available at the public meeting. Access to Webb Road would be maintained for local traffic. Traffic would still be able to cross US-281 at State Street. Other east � west street intersections would be closed for a maximum of 14 days with no adjacent intersections closed at the same time. This public open house meeting is being held to provide information regarding the project, currently in the design phase, and to receive the public�s input. All interested persons are invited to attend and present relevant comments and questions. Design information will be displayed and personnel from NDOR will be present to answer questions and receive comments. The information �open house� format allows the public to come at any time during the advertised hours, gather pertinent information about the project, speak one-on-one with project personnel, and leave as they wish.
